[MiKTeX] Adding/changing hyphenation patterns in MiKTeX?

Hello all.
I have struggled severely to get MiKTeX to accept a new set of hyphenation patterns, more specifically: a new version of the experimental expanded German hyphenation patterns (dehyph-exptl), which come (for good reason) in a versioned manner. I do have the patterns created by patgen (no problem there), I do have the wrapper TeX files to load them. Now, how to get MiKTeX to accept them? According to the MiKTeX web site, the settings manager (called "MiKTeX options" on the web page, https://docs.miktex.org/2.9/manual/hyphenation.html) should allow me to add, remove, or edit hyphenation patterns.
These buttons, however, do not show up in my (current) MiKTeX 2.9 installation (64-bit, Windows 7).
There is a reference to this phenomenon by Ulrike Fischer from 2010 (https://sourceforge.net/p/miktex/bugs/1934/), but this bug report was apparently moved to the attic in April 2016, without a hint at being resolved.
In an attempt to overcome the problem, I tried to fiddle with various languages.dat and languages.ini files, but their roles and interdependencies are not quite transparent to me.

Is there a fix for the above-mentioned problem, or am I overlooking the obvious?
In case there is no GUI-based solution, I'm happy to manipulate config files in a controlled manner. Would anyone have a guide on how do do this, or documentation from which I can reconstruct this? I'd like, at least, to update the (apparently no-longer-working) instructions that come bundled with dehyph-exptl.

(Apologies if this has been discussed before - I wasn't able to findthis topic in the archives, but may have overlooked something. Pointers appreciated.)

The dialog in miktex settings is still broken. But imho you should
be able to add a new language by changing (or creating) the
languages.ini in your UserConfig-root. (Make backup from all
languages.ini before trying so that you can get back ...).
