[MiKTeX] Installing packages offline

Dear users,
I have a problem on installing new packages offline.
I tried to download a package, namely arabic.tar.bz2 from
MikTeX ftp site and unpacked it in a folder named "c:\texfm\".
The problem is that I can not install it offline.
I used the mpm and from Task menu I selected
Update wizard. Then I chose "Let me specify
a directory location". But whichever folder
I click on, the wizard prompts me:
"c:\texfm\ does not seem to be a local package repository"
What should I do?
Thanks
Farschad

As far as I understand the system, this could be the problem: you
unpacked it
and the package manager expect unpacked packages!!!
Am I wrong?

Try this if you have a new miktex (2.5. or 2.6):

Put the .tar.bz2 in a folder, don't unpack it, download also the files
which names start with miktex-zz..... and put them in the folder to.
Then chose this folder as package repository. That should work.

If you have an older miktex you will probably have to install the
files manually. I don't think that 2.4. and earlier could handle bz2.

As I wrote: download also the files (plural!) which names (plural!)
start with miktex-zz.....

There is more than on such file.
