[MiKTeX] downloading the MiKTeX package "symbol"

Dear MiKTeX users,

I have been using MiKTeX 2.9 on my workplace's Windows PC, but the site security settings won't allow MiKTeX to download software packages over the Internet. The error message

No connection could be made because the target machine actively refused it.
Connect failed in tcp_connect().

keeps popping up. Now I have a template that requires the package "symbol", which wasn't included in the basic installation of MiKTeX. I didn't find a way to download "symbol" as a separate package from the CTAN web site. Is there another way to obtain "symbol", or will the firewall settings simply have to be changed?

Dear Ulrike and other MiKTeX users,

Thank you for your prompt reply. I downloaded the files you indicated, and had no problem unpacking "symbol.cab". But my WinZip 12.0 program can't unpack the LZMA files, even though it's supposed to be able to handle them. For some reason, the actual files have extensions "tar.tar" instead of "tar.lzma". When I tried to open them with WinZip, a dialog window popped up with the error message

Error reading header after processing 0 entries.

I don't think that the files were corrupted during downloading, because I downloaded them several times with the same result. I also tried changing the extension to that shown in the CTAN directory (.tar.lzma), but then WinZip tries to add this to an archive instead of opening it.

Sorry to present you with another problem. Any advice would be much appreciated.

You don't need to unpack anything. Put the files as is in a folder,
start the package manager, choose in the repository menu "change
repository" and point to your folder and then let the package
manager handle them. It can handle them when it graps them online
from CTAN, so why should it have problems with them offline?

Thank you, but I tried this yesterday and today and still had trouble. Probably I'm making a very simple mistake, so I'll write down my procedure step by step:
1.) Put all three files into a new directory C:\Program Files\MiKTeX_LocalRepository. This is separate from C:\Program Files\MiKTeX 2.9, where my other MiKTeX files are stored. I unpacked symbol.cab, but not the other two files as I've explained.
2.) Open a LaTeX template file using MikTeX 2.9.
3.) Attempt to run either pdfLaTeX or XeLaTeX (results are the same). A pop-up window then comes up stating
"The required file fonts\tfm\adobe\symbol\psyr.tfm is missing. It is a part of the following package: symbol. The package will be installed from:" and then I click the "Change" button.
4.) Of the three options for "Installation Source", I choose "Packages shall be installed from a directory."
5.) Under "Local Package Repository", I choose C:/Program Files/MiKTeX_LocalRepository. (The expression in the box actually does contain forward slashes rather than backslashes.)
6.) I then click "Finish" underneath, but another pop-up window comes up stating, "Not a local package repository."

Am I missing something?

2.9. (there are also database for 2.8, don't confuse them).

I removed the directory and started from scratch, placing all three files in C:\MiKTeX_LocalRepository. This time I did not unpack symbol.cab, but just left all three files as they were. But, when I run the package manager, I still get the same error message:

C:\MiKTeX_LocalRepository does not seem to be a local package repository.

I made sure that all three files were unblocked, but this did not help.

I just tried and it worked without problems with a current miktex.
Perhaps one of the files are broken. Redownload them. Take an
up-to-date and intact server:
